I have got problem in my eye since 4 days back. My eyes looks red and feeling wet in left handside. I used eye drop and eye ointment from local medicine and using medicine has been 2 days but no getting well.. Do I consult with ophthalmologist?

I have got spotting on 14th days of my period, I still get the few drops of blood though it's 10th day. I don't have any pain or cramps just few drops of blood. Is it normal?
